Building in Stony Plain

What to know before you build in Stony Plain

The Town of Stony Plain is about 17 kilometres west of Edmonton. The 2021 federal census counted 17,993 residents, and the Government of Alberta estimated 19,662 by 2025. According to the Town's 2025 development report, most new home permits went to South Creek, Fairways North, Genesis on the Lakes, Westerra and Brickyard. Renovation work was even busier, with 245 permits for alterations and additions in 2025, up 18 per cent from the year before.

Permits are issued by the Town's own Planning and Infrastructure Department at the Town Office. A development permit is needed for new homes, additions, covered or enclosed decks of any height, uncovered decks over 2 feet, and garages, sheds and other accessory buildings. Building permits cover new homes, renovations, basement developments, accessory buildings, decks and pools. Before you apply, the Town's Land Development Inquiry service lets you ask questions and get feedback on a project.

Basement suites changed names in 2025. Under the Town's updated Land Use Bylaw, what used to be called a secondary suite is now an accessory dwelling: a separate unit inside a house or garage with its own living room, kitchen, bedroom, bathroom and entrance. It cannot be split off by subdivision or condo conversion. The Town's fee schedule lists building permits for walkout basements and suites at $5.00 per square metre, compared with $3.00 for a standard basement.

For decks, the Town's information package lists the foundations it accepts, from screw piles or concrete piles with a stamped engineered detail to pad and pier footings at least 4 feet below grade. Detached garages under 55 square metres (592 sq ft) can sit on a 4 inch slab, while larger ones need an engineered thickened slab. Haylo works out those details before the application goes in.

Questions

Working with Haylo in Stony Plain

An uncovered deck more than 2 feet above grade at any point along its outer edge needs a building permit and a development permit. A covered or enclosed deck needs a development permit at any height. The Town's fee schedule charges a penalty equal to 100 per cent of the building permit fee if construction starts before permits are issued.

Often, yes. Stony Plain now calls these accessory dwellings, and they need both a development permit and a building permit. The unit needs its own living room, kitchen, bedroom, bathroom and a separate entrance, and it stays on the same title as the house. Haylo can review your basement layout and lot with you before you apply.
